On Monday, October 17, 2016, William “Harry” Armstrong, former Chairman of the Fresno County Transportation Authority (FCTA) Board from 1994-2016, attended his final Clovis City Council meeting at which he was honored with multiple speeches, plaques and acknowledgements for his years of service to the city and the region.
