Extension Projects
The Measure C Regional Program addresses county-wide transportation needs, divided into Urban and Rural subprograms with priority projects on state highways and major city and county roads. Funding comes from the current Measure C Extension, the Original Measure C, the Regional Transportation Mitigation Fee Program, and state and federal sources. Partnering with Fresno County Council of Governments and other agencies, priorities have been set and funding allocated.
At the halfway mark of the Measure C Extension, significant progress has been made: six Urban and six Rural projects are complete, with others in various stages of development. Approximately $357 million has been equally allocated between urban and rural projects, with over $12 million for improvements to Fresno Yosemite International and Chandler Airports.
Funding for the Regional Transportation Program comes from Measure C (50%), the State Transportation Improvement Program (20%), and the Regional Transportation Mitigation Impact Fee program (30%). Fresno COG will prioritize projects and allocate funding as outlined in the Measure C Extension Regional Transportation Program Handbook.
The program is divided into Short-Term (2007-2017) and Long-Term (2017-2027) Sub Programs, with project schedules reviewed bi-annually to adjust for any changes or acceleration.

Progress
Status: Project was split into phases due to delays in getting resolution with UPRR and risks of losing LPP funds. Phase 1 – completes all road reconstruction/rehabilitation work within the 14.1-mile project limits, and was awarded to Yarbs Grading & Paving, Inc. in the amount of $29M; construction started on February 21, 2023. As of late July the project is approximately 97% complete. Phase 2 – includes the intersections “Gaps” paving and rehab work along the corridor. The Bid package was advertised on December 18, 2024. The Bid opening took place on January 23, 2025, Don Berry Construction, Inc. was the low bidder, with a total bid amount of $4,418,170.57. This project was awarded on March 11, 2025. Construction started on April 28, 2025 with 6-months duration. Phase 3 – intersections within UPRR right of way is progressing and being coordinated with UPRR. The funds for Golden State trail which was originally removed from the project due to railroad concerns will probably be added to the Cities intersection projects for delivery and reimbursable by Measure C.
Schedule: Phase 1 – Estimated construction completion is October 2025. Phase 2 – “Gaps” Project construction started on April 28, 2025. As of late July, the project is approximately 80% complete. The anticipated completion date is October 2025. Phase 3 – Negotiations/ coordination with UPRR is continuing. Upon design approval by UPRR, Cities to enter into agreements with UPRR for the intersections within their jurisdiction.
Project Risks: Coordination with PG&E for Phase 1. Coordination with UPRR to complete all the work at the 19 rail crossing locations for Phase 3 and agreements with Cities of Kingsburg, Selma and Fowler.

Schedule: Caltrans anticipates obtaining CTC Construction Allocation approval in October of 2025, project expects to begin construction in approximately Spring of 2026 with two years duration.
