FCTA and the Fresno Council of Governments (Fresno COG) manage the Measure C Programs. They follow the original and extension expenditure plans, managing any updates or changes. FCTA operates efficiently with a small team. At-will employees work to deliver on Measure C’s promises to Fresno County taxpayers. FCTA has the smallest actual staffing level of any Self-Help County in California. Only three people are on staff. No more than 1% of overall Measure C revenues can be used by FCTA to administer the Measure C program.

They provide staff to run grant programs like New Technology Reserve and Transit Oriented Development. They also partner with FCTA to staff the Citizen Oversight Committee.
Every year, the FCTA Board checks and approves a budget plan for using Measure C Administrative and Planning funds. Any change to this spending plan must go back to the Board for an amendment. FCTA typically spends only about half of the allowable 1%.
