What is an Expenditure Plan?

An expenditure plan explains how money will be spent over a designated time period. It helps make sure the tax dollars approved by voters are used as promised and serves as the guidance for implementation.

The Extension Expenditure Plan

Fresno County’s original Measure C Program ended on June 30, 2007. Before it expired, a new plan—called the Measure C Extension Expenditure Plan—was created. The Steering Committee, Fresno County cities, and Fresno COG approved it by July 18, 2006. Then, the Fresno County Transportation Authority officially adopted it on July 19, 2006.

This 20-year tax extension began on July 1, 2007, expected to raise $1.7 billion for transportation improvements by 2027.

The Measure C Extension Steering Committee was formed in May 2005. Then, this 24-member group created the new Expenditure Plan by looking at transportation needs across the region. They studied the current system, listened to voters and the community, and planned for the future. At the time, Fresno County had about 900,000 residents. By 2027, the population is expected to grow to over 1.3 million.

The Original Expenditure Plan

In November of 1986, the Fresno County voters passed a ½ cent sales tax increase (Measure C) by 57.6%. Measure C’s title and purpose was “Improving Roads and Transportation in Fresno County.”

The Fresno County Transportation Authority (FCTA) was created by the Enabling Legislation. It authorized FCTA to impose the sales tax ordinance for a 20-year period. The collection of the tax began on July 1, 1987.

Measure C’s voter approval led to the largest transportation public works project in Fresno County history. It is estimated that the local tax, plus State/Federal and other funds, resulted in an overall program valued at over $1 billion. It also created extensive highway construction for the County.
