Fresno County Transportation Authority to Appoint Moses Stites as its New Executive Director

[FRESNO COUNTY, CA] – The Fresno County Transportation Authority (FCTA) is pleased to announce the appointment of Moses Stites to serve as its new executive director, beginning on January 1, 2026.

“Moses is a respected transportation leader with deep roots in our region,” stated Fresno County Supervisor Mendes, chairman of the FCTA board. “His decades of experience across state, regional, and local agencies make him exceptionally well-equipped to guide FCTA through the next chapter of Measure C implementation.”

Stites brings more than 40 years of experience overseeing publicly funded transportation programs at the local, state, and federal levels. For the past 14 years, he has served as General Manager of the Fresno County Rural Transit Agency (FCRTA), administering both fixed-route and demand-response services across rural Fresno County’s 13 incorporated cities and 39 unincorporated communities. Under his leadership, FCRTA has managed a diverse fleet of more than 120 vehicles and completed numerous successful Measure C projects.

Most recently, Stites oversaw the delivery of FCRTA’s innovative $22 million Design-Build maintenance and operations facility in Selma, the first in the nation to incorporate inductive charging, solar bus ports, and a microgrid resiliency hub—advancing cleaner, more sustainable
transit options for the region.

Prior to his role with FCRTA, Stites spent 18 years with Caltrans District 6 as an Associate Transportation Planner, coordinating land-use review, traffic operations, and intergovernmental collaboration across six Central California counties. His career also includes regulatory and safety oversight at the California Public Utilities Commission and transportation program leadership at the Fresno County Economic Opportunities Commission.

Stites serves on several regional and statewide committees, including as Chairman of both the Fresno Council of Governments Transportation Technical Committee and the Fresno State Transportation Institute. He holds an Associate of Arts degree from Fresno City College and a Bachelor of Science in Criminology from Fresno State.

As executive director, Stites will serve as an at-will employee to the nine-member FCTA board, consisting of local elected officials and public representatives. His responsibilities will include overseeing implementation of the current 20-year Measure C Expenditure Plan which is projected to generate $121 million in FY 2025 26 and has funded billions in infrastructure improvements since 1987, advancing regional mobility priorities, and supporting renewal efforts for Fresno County’s half-cent transportation sales tax.

Stites will be the fifth executive director to lead the Authority in its 38-year history, succeeding outgoing executive director Terry Ogle. Stites’ professional biography is attached for additional details regarding his experience and qualifications.
