The Transit-Oriented Development (TOD) Program supports community-based transit projects. These are developed through an inclusive planning process. Measure C uses broad private-public partnerships and outreach to include people in planning. TOD projects improve the range of transportation choices. People have more options when we support transit facilities that reach busy areas.
TOD projects also support well-designed, high-density housing and mixed uses near transit. High-density and mixed-use neighborhoods put things like schools and stores closer to homes. This program encourages land to be used in a way that supports public transit in busy parts of the city. This will help boost public transit ridership in the Fresno County region.
The Measure C TOD program aims to support livable and sustainable communities. Transit-oriented areas make it easier to walk, bike, and ride the bus instead of driving. This lets people be less dependent on cars and promotes health and well-being. TOD areas have more opportunities for physical activity. They reduce risks for diseases like obesity, diabetes, and heart disease. The projects funded by the TOD program serve as models that reduce car use and improve air quality.
There are three subprograms under the TOD program:
- Capital Improvement Program:
This program funds projects that support transit and encourage walking and biking. - Planning Program:
This program provides funding for planning activities. These include things like transit station area planning and transit corridor plans. These plans will enhance transit and promote transit-oriented development. - Housing Infill Incentive Program:
This program rewards local governments for encouraging higher-density, transit-friendly development. Funding may also be used in other ways that support TOD. This could include offsetting development impact fees or a capital infrastructure project.
